There is a saying in Alava: "Zazpi taldeek, Araba bat" (Seven Cuadrillas make one Alava). This province is divided into seven Cuadrillas or groups of Municipalities, in accordance with their geographic location and requirements regarding common services.

   
   

These Cuadrillas were set up during the 16th century, and today stand as follows: Vitoria-Gasteiz, Salvatierra, Ayala, Laguardia-Rioja Alavesa, Aņana, Zuya and Campezo-Montaņa Alavesa.

Each elects a President from among the Mayors of its townships, whose duties include the administration of local services: water supply, electricity, waste disposal, urban planning, the promotion of agriculture and industry and the social and cultural development of each area.
